INTERNATIONAL DECLARATION ON CP SIGNED BY POLISH MINISTER OF ENVIRONMENT
The Polish Government responded positively to the UNEP International CP Declaration in September after a broad consultation among the Cabinet members, to whom the Declaration was distributed. CP Companies and CP Experts discussed the Declaration during seminars and workshops within the year 1998 and it received positive response and support.
The acceptance of the Declaration is a renewed assignment to UNEP's growing CP activities and confirmation of actions, which in Poland have already been taken place within the last few years.
In February 1999, Polish Minister of Environment signed the
International Declaration on Cleaner Production, during a meeting organised by UNEP in
Nairobi.
The Polish version of the Declaration was signed in Warsaw by President of Polish Cleaner
Production Club and the Chairman of Polish CP Companies Council, acting within the CP
Movement.
This signature is the most important event for the Polish CP Programme since the "Polish CP Declaration", was issued in 1993 by the Ministers of Environment and Industry/Trade. It was based upon a Letter of Intent signed by them, introducing officially Cleaner Production as an industrial environmental strategy and securing support for the activity, which was already started in Poland in 1990. The Declarations were signed until now by about about 900 Polish companies, participating in the Polish CP Programme, declaring the implementation of the CP concept and procedures into their environmental policies.
CLEANER PRODUCTION IN THE POLISH PARLIAMENT
The ceremony of signing the UNEP CP Declaration by Polish
companies took place on 28 October 1999 in Sejm (part of the Polish Parliament), in
presence of Marshal of Sejm - Mr. Maciej Plazynski, Minister of Environment - Mr.
Antoni Tokarczuk and Secretary of State in the Ministry of Environment - Mr. Radoslaw
Gawlik.
There were also other important persons invited, representing Environment Protection
Natural Resources and Forestry Committee - Mr. Czeslaw Sleziak, National Fund for
Environmental Protection and Water Management - Mrs. Maria Zajaczkowska, Federation of
Engeneering Societies - Mr. Andrzej Zielinski, also representatives of governmental
Technology Agency and Polish Centre for Testing and Certification (the last 3
organisations issues the Polish Cleaner Production Certificates).
The rank of the ceremony is proved by the letter of Mr. Klaus Topfer - Executive Director of UNEP, addressed to the participants.
Mr Płazyński, Tokarczuk and Gawlik called attention to need for introducing modern environmental tools and strategies, including Cleaner Production.
Moreover, during the ceremony The Minister of Environment and President of Polish CP Society handed in the "CP Leader 1999" Award to the president of the "Skotan" tannery in Skoczow. The tannery was given this award because of its significant achievements in the field of implementing Cleaner Production strategy.
